Training Activities of the Center for Environmental Studies |
The training courses and the workshops of CES are designed to increase capacities of key environmental policy actors, i.e. business groups, non-governmental organizations, and governmental institutions. Curricula include:
So far, CES has organized close to 100 training courses. They were organized for several projects and partners, including the Environmental Training Project, the Public Administration Project led by the International City and County Management Association (ICMA), and the Democracy Network (all of which were financed by US AID), as well as the PHARE Media Work, Awareness Raising and Training project, which was delivered for the Hungarian Ministry of Environment and lead by Haskoning Consulting Engineers with CES as a subcontractor. In addition, CES delivered training as part of its own projects.
The Environmental Training Project
The Environmental Training Project (ETP) was launched in 1992 by the
United States Agency for International Development (US AID) in six Central
and Eastern European (CEE) countries, including Poland, the Czech Republic,
Slovakia, Hungary, Romania and Bulgaria. ETP was designed by US AID as
a response to the environmental and economic problems in Central and Eastern
Europe. Its mission was to foster environmentally sound economic restructuring
in these countries by improving indigenous capabilities of people in CEE
countries to identify, assess, prioritise and address environmental problems.
The program has been led by a consortium headed by the University of Minnesota.
Domestic operations have been managed by in-country coordinators, who have
gained more and more independence. In Hungary, the project has been coordinated
by CES.
Project activities consisted of training courses, on-site consultations, a Ph.D. fellowship program, an internship program and a university based post-graduate training program. They were targeted at experts of national, regional and local governments, non-governmental organizations, businesses with special regard to polluting industries and environmental businesses, and academia. The theoretical part of the training materials in most cases were compiled by American trainers, and sometimes by Hungarian experts.
Between 1992 and 1997, ETP in Hungary developed and delivered 30 training courses in 46 offerings and 28 follow-up activities, as well as 16 Post-Diploma Studies modules in cooperation with Miskolc University. The program trained 1163 participants, of which 59 participants were involved in three or more workshops, and 12 of them participated in more than 5 courses. ETP courses trained 58 Hungarian facilitators (some of them were trained in different subjects) and 35 Hungarian trainers, extending both their professional and methodological knowledge. ETP alumni used the knowledge and skills gained in the courses in numerous environmental impact assessments and environmental audits. They prepared almost 80 financial proposals, many business plans, environmental strategic plans, pollution prevention and abatement plans, project proposals and publications. As a result, participants contributed to the decrease of hazardous waste produced by their companies, the decrease of noise and water pollution, the decline in water and energy consumption, as well as to the introduction of environmentally friendly technologies. As a result of the courses, two new environmental businesses were established and the ETP Eco-Business Club for alumni was set up.
Training Courses for the International City and County Management
Association
CES delivered 2 public relations workshops on behalf of
local government officials, which was part of the Public Administration
program financed by US AID and led by the International City and County
Management Association. These courses were based on the ETP training materials
but adapted to the special needs of the Public Administration program.
Training Courses for the Democracy Network
In 1998, CES prepared three training materials for local governments
at the request of the Democracy Network and delivered pilot workshops based
on these materials. Topics of the trainings included: proposal writing,
working with the public sector and project management.
Training Courses for the PHARE project of the Hungarian Ministry
of Environment
As a sub-consultant of Haskoning (a Dutch consulting company), CES
organized four training courses and a symposium for the Ministry of Environment,
the regional environmental inspectorates and non-governmental organizations
and local government experts in environmental communication, public participation
and local environmental action plans. The legal symposium summarized the
experience of the Ministry’s legal harmonization efforts with EU laws.
Training Courses in the Framework of CES’s Other Projects
Workshops organized in the framework of CES’s Sustainability
in Local Communities project were designed to provide partner communities
with skills and knowledge required by the development of local environmental
policies and action plans. They included courses on team building, strategic
planning, Eco-Management and Audit Scheme for municipalities and
organic agriculture.
CES also organized workshops for business organizations and the
environmental inspectorates on hazardous waste management. These workshops
deal with the prospects of legal harmonization of Hungarian waste management
regulation with that of the EU and assist the paricipants in preparing
their waste management strategies.
